Francis also wrote that in section 19 of the Overseas Absentee Voting Law, the law’s framers provided that 'the ballots shall be sent by the Post directly to the registered voters either by mail or through any other effective means where the postal system is not efficient and reliable.

That provision tells us that in the minds of the framers of the Law, inefficient and not so reliable postal systems must not be a hindrance in the implementation of postal voting.

What then is the real reason why postal voting cannot be implemented in Saudi Arabia?
