The Commission on Elections approved internet voting the other day. Comelec Commissioner Florentino Tuason Jr. said this was decided on by the en banc after the Office of the Solicitor General agreed to do away with the bidding process in securing a supplier for the software to be used.
Tuason has always been gung-ho about this, excited that Overseas Absentee Voting could succeed where the local elections failed -- that is in conducting cheating-free elections. Needless to say of being first in implementing a modernization program.
It was also during the registration process for the first OAV exercise that biometrics were first introduced. Biometrics being capturing the registrant's picture, thumbmark and signature via PC.
